Rules of Allocation

The Public Sector Relief Fund is available to BHM members who work in the public sector, whether for the government or municipalities.

You can apply for a grant to the BHM Public Sector Relief Fund through My BHM (Mínar síður). The Fund's allocation rules generally require that premium fees have been paid for a Fund member for a minimum of 6 months, including 3 consecutive months, prior to the event that triggers the grant application, loss of income, or covered expenses. However, exceptions to this rule can be made in accordance with the specific guidelines outlined in the rules.

The main points in the Rules of Allocation

The following is an extract from the Fund's official allocation rules. If there is a discrepancy between this extract and the rules, what is stated in the official document applies.

Regarding the implementation of individual grants and the amounts related to them, refer to the official allocation rules.

Applications

You can apply for a grant to the fund through My BHM (Mínar síður ).

The application must be accompanied by the necessary documents, submitted electronically. These documents are essential for a Fund member to receive a grant from the Fund. Detailed information about the required documents for each grant category can be found on My Pages or in the Fund's allocation rules.

In most cases, the required documents consist of itemized invoices bearing the applicant's name, which have been duly paid by the Fund member. The invoice should include details about the issuer, the number of treatments or purchases, and the dates of such transactions. If the invoice does not confirm payment, a payment receipt should be included with the application. It's important to note that the Fund reserves the right to request an original invoice before processing reimbursement.

Processing of applications

Applications are typically reviewed on a weekly basis. It's important to note that the right to receive grants from the Fund will expire if applications are not submitted within 12 months from the time the expenditure occurred. Additionally, the entitlement to grants from the fund will expire 3 months after the last premium fee payment was made to the Fund.

For sickness per diem allowance, payments are usually made at the end of each month. This allowance is granted for a maximum of three calendar months, retroactively based on the month of application.

Fund membership

Typically, a fund member's eligibility for grants from the Fund is contingent on having paid premium fees for a total of 6 months, with at least 3 consecutive months, prior to the event that necessitates the grant application, such as loss of income or covered expenses.

Gross pay of 184.266 kr. or higher makes you eligible for a maximum grant from the fund. Gross pay below the aforementioned amount makes you eligible for a half-grant.

Maintenance of membership:

  • During maternity/paternity leave: Fund members who take maternity/paternity leave and choose to continue paying their union fees during their leave maintain their full rights.
  • During illness: : If a Fund member has already availed themselves of the full benefits of sickness per diem allowance, they can retain their other rights within the Fund for a period of up to 6 months, as long as they don't establish similar rights from another source. Additionally, Fund members who are receiving a rehabilitation allowance from the State Social Administration (TR) can still maintain their eligibility for other grants offered by the Fund, excluding the sickness per diem allowance.
  • During unemployment: Fund members maintain their rights in the Fund at the start of unemployment for up to one year, provided that union dues are paid. Unions are permitted to extend this period as long as the member receives payments from the Unemployment Insurance Fund (Atvinnuleysistryggingasjóður - Directorate of Labour), as long as they pay premium fees to the BHM Public Sector Relief Fund from unemployment benefits from the start of the benefit period.
  • During unpaid leave: Fund members keep their rights during unpaid leave for up to 6 months, provided that they start working again. Sickness per diem allowance is not granted for illness during unpaid leave.
  • At the end of employment: Fund members keep their rights for up to 6 months at the end of employment or at the start of receiving retirement or disability pension. The right to Sickness per diem allowance is suspended when full retirement or disability pension payments start, at the age of 70 at the latest, provided that the Fund member is not employed.

The rules of allocation allow for the transfer of accrued rights between sickness funds managed by BHM. For further details, kindly get in touch with the service desk.
